Imogen is een Britse NGO-medewerker in een vluchtelingenkamp op de grens van Syrië en Turkije. Een vrouw die bekend staat als Adilah El Idrissi wordt het doelwit van de gemeenschap, die haar identificeert als een beruchte ISIS-commandant, en Imogen concentreert zich ternauwernood op haar hachelijke situatie en belooft Adilah in veiligheid te brengen. Samen ontsnappen ze naar Istanboel en vervolgens naar Parijs. Ondertussen probeert Imogen de ware motieven en achtergrond van Adilah te achterhalen, onder toezicht van zowel Franse als Amerikaanse inlichtingendiensten, voordat het te laat is.
